General Objective

The primary objective of the Tender and Procurement Management Office is to ensure that the goods and services required in line with our University's strategic goals are procured in a transparent, accountable and competitive environment, within the framework of the legislation in force and available budgetary resources. To this end, the Office does not limit itself to carrying out purchasing transactions, but operates with an approach founded on effectiveness and sustainability in the use of resources.

The general objectives set within this scope are detailed below:

  • To approach procurement processes from a strategic perspective in line with the University's short-, medium- and long-term plans; to ensure that purchases are based on institutional needs analyses; and to prevent unplanned expenditure.
  • To ensure that needs are met in a timely manner and under appropriate conditions in order to contribute to the uninterrupted conduct of education, research and administrative activities, while safeguarding the public interest and institutional interests at every stage.
  • To prioritize the effective, economical and efficient use of human, financial and physical resources, and to contribute to preventing waste and maintaining budgetary discipline.
  • To uphold the principles of transparency and competition in procurement processes, ensuring the widest possible participation and an appropriate balance between cost and quality.
  • To work in coordination with the relevant academic and administrative units so that purchases are made in accordance with appropriate quality, cost and time criteria, and to contribute to the accurate definition of needs and the preparation of clear and comprehensible technical specifications.
  • To act in accordance with the principle of segregation of duties, clarifying the areas of responsibility of all units involved in the procurement process and ensuring compliance with the relevant legislation, in particular the Tender Regulation for Foundation Universities.
  • To contribute to increasing the satisfaction of requesting units, as internal stakeholders, by providing services in line with defined quality standards and within reasonable time frames.
  • To carry out work aimed at expanding the use of electronic tracking and record-keeping systems for more effective monitoring of purchasing and procurement processes, and to strengthen integration with existing accounting and administrative software systems.
  • To work with manufacturers, importers or authorized distributors wherever possible in procurement processes in order to ensure quality assurance, achieve cost advantages and optimize delivery times.
  • To attach importance to proper documentation, the accuracy of records and transaction security in order to minimize potential risks in the processes, and to contribute to strengthening institutional memory.

In conclusion, the Tender and Procurement Management Office continues its activities as a service unit that is committed to the effective use of public resources, adopts regulatory compliance as a core principle, and supports all areas of the University's activities. The general objectives set out above form the fundamental framework for strengthening the unit's current operations and developing its institutional capacity.
