Military Service Affairs for Associate and Undergraduate Students

Students’ military service is deferred within the framework of the principles set out in Article 35/C of the Military Service Law No. 1111.

ARTICLE 35/C – The military service of those who are enrolled in high schools or equivalent institutions, as well as faculties and higher education institutions, shall be deferred until graduation or dismissal from the institution, provided that they do not exceed the age of 29.

Military service deferment procedures are carried out based on the maximum duration of education, starting from the date the student enrolls in an associate or undergraduate program. An EK-C2 document is prepared and sent to the relevant Military Recruitment Offices by the Student Affairs Department within two months following the student’s registration date. This procedure is carried out only once during the student’s period of study.

ARTICLE 36 – During the military examination of individuals born in the same year;

  • * The military service of those who document that they have graduated from a high school or an equivalent institution is deferred for three years,
  • * The military service of those whose enrollment in a faculty or higher education institution has been terminated, as well as graduates of higher education institutions, is deferred for two years, based on the end of the year in which they reach the age of 29.
  • * For conscripts enrolled in Double Major Programs, if they graduate from one program, military service deferment procedures are carried out according to their student status in the other major program. (Article 35, amended on 22/05/2012 – Law No. 6318, Article 8)
  • * Military service deferment for students cannot exceed the age of 29 under any circumstances. Military service deferment procedures are not applied to students aged 30 or over.
  • * The military service of those who are enrolled in an educational institution at the same or a lower level than the institution they have already completed is not deferred due to student status.
  • * During their education, students may cancel their deferment and choose to perform their military service. (Article 36) Students wishing to do so must submit a petition to the Student Affairs Department. This will be notified by the Student Affairs Department to the Military Recruitment Directorate.
  • * The military service of individuals who have completed their undergraduate education is deferred for two (2) years from the date of graduation by the Military Recruitment Offices. Graduates wishing to benefit from this right must apply to the Military Recruitment Offices with their graduation certificates.

Duration of Education

  • * For undergraduate programs with a normal duration of four years / eight semesters, the maximum duration of education is seven years / fourteen semesters.
  • * For associate degree programs with a normal duration of two years / four semesters, the maximum duration of education is four years / eight semesters.
  • * At the end of the maximum duration of education, students’ military service is not deferred to the following year, and the student must personally apply to the Military Recruitment Office to complete military service procedures.
  • * Periods not included in the maximum duration of education:
    • * Periods spent in the English Preparatory Program. Students who fail to complete the preparatory program within one year may continue in subsequent years; however, periods exceeding one year are counted toward the maximum duration of education.
    • * Leave of absence (registration freeze) periods,
    • * Periods during which students were unregistered and later reinstated under Amnesty Laws.

Students who are subject to military service obligations and wish to perform their military service during their designated call-up period must apply to the relevant Military Recruitment Office within the dates determined by ASAL.

Military Service Procedures of Graduate Students

According to the Military Law No. 1111; Postgraduate (English Preparatory, Scientific Preparation, Master’s (with/without thesis), Ph.D., Post-Bachelor’s Doctorate) students’ referral delays are made upon the application of the students. (http://www.asal.msb.gov.tr)

Referrals of students who do not apply will not be delayed. The student, who declares that the referral of military service is postponed, submits the newly dated military status document, which he received from any military service branch, to the Registrar’s Office.

Delay procedures for referral of special students are not carried out in accordance with the Postgraduate Education Regulation (Article 4).

There is no legal opportunity to postpone the referral if the draft has been evaded. For this reason, the student must submit the military status document showing that his evasion status has been removed to the Registrar’s Office.

The referral delays are requested from the Recruitment Regional Directorates to which they are affiliated for once. If he starts the English preparatory or scientific preparatory class, referral is delayed for one year; if he has started the course or started his education in the course phase, provided that it does not exceed the end of the year they turn 35; the referral delays will be:

  • 3 years for non-thesis master’s students,
  • 3 years and 4 months for Master’s students with Thesis,
  • For doctoral students for 6 years.

Referral delays are not made for students who exceed the maximum duration of the program they are studying (except for the additional periods required for thesis work).

Postgraduate students’ referral is delayed until the end of 35 years of age.

The military service of those who study at a school equivalent to or below the education institution they graduated from is not postponed due to their studentship.

If the students who study at two higher education institutions of the same degree at the same time graduate from one of these schools, their military service is not postponed due to their studentship in the other school.

The referral of the student who has completed his master’s education is postponed by the military branches for a period of (ONE) year from the date of graduation. Graduates who want to benefit from this right should apply to the military service branches with their graduation certificates.

There is no legal opportunity for those who have completed their doctorate education to have their referral postponed due to graduation.

During their education, students can cancel their referral delays and go to the military. (Item 36) Students who want to do this should notify the Registrar’s Office with a petition. This situation is reported to the Recruitment Department by the Registrar’s Office.

Postgraduate and doctorate students who do not renew their registration (do not pay fees and/or register for courses) within the maximum period are reported to the Military Service Branches. During these periods, they cannot benefit from student rights. In addition, the periods in which these students do not renew their registration are deemed to have been used from their maximum period.

It is important to report the military information completely and accurately and it is the responsibility of the students.

The military procedures of the students with dual citizenship

*The military procedures of the students with dual citizenship are fulfilled in accordance with Military law no 1111 article 35/C by the Registrar’s Office.

*If foreign students have military service responsibility, military procedures are followed by the students themselves under the regulations of the country of nationality.
